RKN Blocklist Check — Roskomnadzor Internet Censorship Registry

This tool checks whether a domain or URL is listed in the Roskomnadzor (RKN) blocklist — Russia's federal internet censorship registry. Data is sourced from rublacklist.net, an aggregator of the restricted access registry.

What is the RKN Registry?

The Roskomnadzor Unified Registry of Prohibited Websites is a database of URLs, domains, and IP addresses that are blocked within Russia under Federal Law No. 149-FZ "On Information". Russian internet service providers are legally required to block resources listed in this registry.

Grounds for Blocking

• Court order;
• Administrative decision by Roskomnadzor, Ministry of Internal Affairs, or other agencies;
• Out-of-court blocking under articles 15.1–15.9 of Federal Law 149-FZ (child abuse material, drug promotion, suicide content, phishing, etc.);
• Blocking for copyright infringement under anti-piracy legislation.

How to Access Blocked Resources

To access blocked resources, users typically use VPN services, the Tor browser, or proxy servers. Website owners can appeal and request removal from the registry through the Roskomnadzor portal.
